Throttling of Download Frequency

This is a feature that I plan to introduce in the next release.

If you are offering digital downloads from your site, you want to guard against malicious attacks where multiple downloads may occur that eat up your bandwidth allocation.

So restricting the download of a particular file to one time per x minutes per IP address seems to make sense.
