New features added to Download Tracker

Now the Download Tracker (version 22 on) incorporates database logging of downloads plus the ability to download the data to a spreadsheet as text or a tab/comma separated text file for importing to a spreadsheet.

Also added a throttling feature to limit the frequency of downloads of the same file by the same person.

The new version has some changes to the config.php file so if you are upgrading, the first step is to edit the new config-new.php file and rename it to config.php.

Then upload all the files to over-write the old files. The script will then automatically perform an update and be ready for use preserving your existing data (download links).
